Amsterdam is the capital and largest city of the Netherlands, a port city on the IJ bay at the confluence of the Amstel river and the North Sea Canal. It is the seat of the Dutch government's legislative chambers and home to the AIVD (General Intelligence and Security Service), the principal Dutch domestic intelligence agency.1

Pedophile Networks

Amsterdam was a hub for organized pedophile advocacy networks during the 1970s and 1980s. The Paedophile Information Exchange (PIE), based in the United Kingdom, maintained contacts with Dutch counterparts, including the Vereniging MARTIJN (MARTIJN Association), a Dutch pro-pedophile organization founded in 1979 that operated legally in the Netherlands until being banned by court order in 2012. The Dutch legal system's relative tolerance of pedophile advocacy organizations during this period made Amsterdam and the Netherlands generally a center for the distribution of material and the meeting of international networks.2

PAN Magazine (Pedophile Alert Network), an English-language publication promoting pedophile ideology, was produced in Amsterdam during the early 1980s. The magazine was circulated internationally through networks connected to PIE and other European organizations, and copies were found during raids in several countries.

Francis Shelden, who used North Fox Island in Lake Michigan as the base for a child abuse operation throughout the mid-1970s, fled to the Netherlands in late 1976 when the island operation was discovered by Michigan authorities. Shelden spent his remaining years in Amsterdam, where he died on July 9, 1996, under the name Frank Sheldon, never having been extradited or charged in the United States.2

Dutroux Network Connections

Witnesses and investigators connected to the Marc Dutroux investigation identified Amsterdam-based individuals and institutions in Dutroux's international networks. The nightclub and pornography production milieu connected to Dutroux through figures including Jean-Michel Nihoul intersected with Dutch-based distributors. Roxanne Films, a pornography producer connected to Belgian trafficking networks, distributed product through Dutch channels.

Arms and Intelligence

Amsterdam's port and financial infrastructure made it a node in European arms brokering during the Cold War and post-Cold War period. Netherlands-registered companies and brokers participated in the same networks of sanctions-busting and dual-use technology export that characterized the BNL scandal and Arms-to-Iraq affair. The AIVD maintained liaison relationships with Central Intelligence Agency and British SIS throughout the Cold War period.1
