On November 7, 1991, Attorney General William Barr appointed Nicholas J. Bua to serve as a Special Counsel. Bua's mandate was to investigate all allegations of wrongdoing in connection with the Inslaw matter. Barr requested a complete and thorough investigation to determine if there had been any misconduct by individuals inside or outside the Department of Justice. He assured the Special Counsel that the investigation would be independent and that all Department of Justice employees would cooperate fully.1
