William B. Bader served as the assistant deputy under secretary of defense for policy in 1979. He recalled his frustration at knowing that the Israelis were "edging deeper into the overhead" regarding KH-11 satellite intelligence and not knowing how to stop it. He noted the difficulty in complaining about such access, as it might jeopardize one's own position.1
