Major General Harry Soyster was the INSCOM commander who ultimately ended the U.S. Army's participation in the Stargate Project. His decision marked a significant turning point for the program, leading to its eventual transfer and later declassification.1
INSCOM's chronology records: "11 JUL 84 BG Soyster, CG INSCOM, receives CENTER LANE briefing," and two days later "CG, INSCOM formulates decision to discontinue CENTER LANE as an INSCOM project." The Secretary of the Army approved the discontinuance on August 23, 1984, operations ceased on September 28, and the unit passed under DIA's operational control on March 7, 1985.2
