Robert Jachim
INSCOM lieutenant colonel who managed the Grill Flame remote-viewing project from July 1981 to 1983, briefed Senator Pell and the Senate Appropriations staff in 1982, and recorded Stubblebine's decision to keep the unit.
Robert J. Jachim, a lieutenant colonel of military intelligence, attended the first briefing of the new commander of INSCOM, Albert Stubblebine, on Grill Flame on June 30, 1981, as "incoming project manager" beside Lieutenant Colonel Murray Watt, and "assumes project manager duties" on July 17. He gave the standard INSCOM briefing to staff of the Senate Appropriations Committee on June 29, 1982 ("In the fall of 1978, ACSI tasked INSCOM to determine if parapsychology could be used to collect intelligence"), and wrote the record of the briefing of Senator Claiborne Pell by Jack Vorona of DIA and INSCOM representatives in his office at the Capitol on September 29, 1982. His memorandum of the full briefing to Stubblebine on September 27, 1982, records the general choosing the 902d Military Intelligence Group's Security Support Detachment as the unit's new home before the options had been read out, and the guidance "Get out of the briefing mode!" and "Prepare a letter to MG Odom notifying him of the decision to continue the project." He remained manager through the change of name to Center Lane until the summer of 1983.1
