John Marsh was the Secretary of the U.S. Army. On August 24, 1984, he authorized negotiations for the transfer of the psychoenergetics program (which included Remote Viewing) to the DIA. This decision came after a period of uncertainty and bureaucratic maneuvering following the early retirement of Albert Stubblebine and the temporary cancellation of the program1.
Marsh's authorization was a crucial step in ensuring the continuation of the U.S. government's psychic research efforts, despite the ongoing debates and controversies surrounding them1.
As Secretary of the Army, Marsh was briefed on Center Lane by General Albert Stubblebine on June 13, 1983, approved its establishment as a special access program on June 15 and its continuation on September 1, was briefed again in October 1983, with the assistant secretary Delbert Spurlock present, and on January 5, 1984, on the Monroe Institute, and on August 23, 1984, approved the project's discontinuance as an Army program and its transfer to the Defense Intelligence Agency.2
