Robert Monroe was an American businessman and explorer of human consciousness. He is known for his extensive personal experiences with out-of-body experiences (OBEs) and for founding The Monroe Institute, a non-profit organization dedicated to the exploration of human consciousness through various techniques, including Hemi-Sync audio technology. While not directly involved in the Stargate Project, his work and institute became a post-military career path for figures like Skip Atwater, who became president of the Institute.1
