Nilo Floody

Nilo Floody Buxton, a division general of the Chilean army, was in 1976 head of the Chilean military mission in Washington, military attaché to the embassy, and head of the delegation to the Inter-American Defense Board. Answering under oath the written questions of the military prosecutor Héctor Orozco after March 27, 1978, he said that "in late August 1976, Lieutenants Rolando Mosqueira and René Riveros were at my home," that "the reason for the officers' visit to my home was to greet me," that "I did not know what mission the officers were carrying out on their visit to the USA," and that "they did not hand me any classified documentation, nor did they explain to me the reason for another mission in Washington D.C." He had known General Vernon Walters "of the United States Army since 1974. It is true that I had my secretary telephone General Walter's offices to find out whether he was in Washington D.C. I was informed that he was out of town, that he no longer belonged to the CIA, and that upon his return he would presumably rejoin the Army." Riveros had testified that the two captains, unable to reach Walters, called on a general Mosqueira knew, "giving our true names and ranks, but without revealing the true link and content of our mission," and that Floody's office could not obtain the contact for them.¹
