Cathy O'Brien is a self-described survivor of Project Monarch, an alleged sub-project of MKULTRA said to have specialized in trauma-based programming designed to create dissociative identities in victims for intelligence purposes. Her 1995 book, "Trance Formation of America," co-written with Mark Phillips, described in detail her claims of being subjected to government mind control from childhood, including sexual abuse, torture, and psychological conditioning by figures in the intelligence community and political establishment.1

Claims

O'Brien claimed she was subjected to trauma-based mind control programming beginning in early childhood, involving systematic physical and sexual abuse designed to fragment her personality into multiple alter identities. She alleged that her programming was conducted by or on behalf of the CIA and other intelligence agencies as part of Project Monarch, and that she was used as a "presidential model" sex slave and courier for classified information. Her claims implicated numerous high-ranking political figures, including Senator Robert Byrd, Secretary of Defense Dick Cheney, and Attorney General Dick Thornburgh.1

Mark Phillips

Mark Phillips, described as a former government intelligence employee, claimed to have rescued O'Brien from her programming in 1988 and subsequently deprogrammed her. Phillips stated that he used his intelligence contacts and knowledge of mind control techniques to reverse O'Brien's conditioning. The credibility of Phillips's intelligence background has been questioned by researchers, though Ted Gunderson, former head of the FBI's Los Angeles field office, publicly supported O'Brien's claims.1

Valerie Wolf and Corroboration

In 1995, therapist Valerie Wolf testified before the President's Advisory Committee on Human Radiation Experiments about clients who reported childhood experiences of government-sponsored mind control experiments. Wolf's testimony, delivered under oath, described cases consistent with O'Brien's claims, including the use of radiation, drugs, and psychological conditioning on children. The committee did not formally investigate these claims but acknowledged receiving similar reports from multiple sources.1

Critical Assessment

O'Brien's claims exist within a contested evidentiary landscape. Her allegations are supported by the documented existence of MKULTRA programs that did subject unwitting subjects to drug experiments, hypnosis, and psychological conditioning, as well as by the confirmed CIA interest in creating programmable individuals. However, her specific claims involving named political figures have not been independently verified, and Trance Formation of America has been criticized for presenting extraordinary allegations without corroborating documentation. The book's publishers positioned it as an autobiography rather than a work of investigative journalism.1
