Federal Prison Camp Bryan

Federal Prison Camp Bryan is a minimum-security facility of the Federal Bureau of Prisons at 1100 Ursuline Avenue in Bryan, Texas. Its warden in 2025 and 2026 was Dr. Tanisha Hall. Ghislaine Maxwell, serving a 240-month sentence for sex trafficking, was moved there from the low-security prison in Tallahassee on August 1, 2025, a week after Deputy Attorney General Todd Blanche interviewed her under limited immunity. Bureau policy ordinarily bars prisoners with sex-offense histories from minimum-security placement. Senators and House members wrote to the bureau, the camp's warden and the President about the transfer, and whistleblower accounts relayed by House Judiciary and Oversight Democrats described preferential treatment of Maxwell, retaliation against inmates and staff, and sexual abuse of inmates at the camp.¹²³

The Transfer

Blanche questioned Maxwell in Tallahassee on July 24 and 25, 2025. On August 7, 2025 Senator Sheldon Whitehouse wrote to Bureau of Prisons Director William K. Marshall III that the interview was "unusual" because such interviews "would ordinarily be conducted by an FBI agent or member of the local U.S. Attorney's Office, not the Deputy Attorney General." Quoting the bureau's Program Statement 5100.008, he wrote: "By default, Bureau policy requires individuals like Ms. Maxwell, whose criminal history involves sex offenses, to be placed, at a minimum, at low-security facilities because they 'are not appropriate for placement at an institution which would permit inmate access to the community (i.e., MINIMUM security).'" Ordinarily "Bureau officials in Tallahassee would need to request waiver of this policy as part of their request to transfer Ms. Maxwell to a minimum-security facility, subject to approval by Bureau officials in Grand Prairie, Texas." He noted that the factors of 18 U.S.C. 3621(b) "do not include whether the person can provide the President with political favors," and requested records of the transfer involving Blanche's office, of any Public Safety Factor waiver, of any waiver of the standard transfer procedures, and of Maxwell's transfer code, security point score, custody level and management variables as of June 1 and August 1, 2025, by August 28.²³

On August 11, 2025 the journalist Allison Gill wrote on her newsletter Mueller, She Wrote that she had reviewed an electronic file, provided by an anonymous source, purporting to show Maxwell's bureau records: a transfer code "308" described as "Lesser Security Transfer"; a security point score of 27; a Public Safety Factor entry reading "SEX OFFN"; a management variable reading "PSF WAV," which Gill read as a waiver of the sex-offense factor; and a custody level of "OUT." Gill wrote, "I do not have any confirmation that she has worked outside the facility." Her account rests on the anonymous source and the file.⁴

On August 12, 2025 Representative Jamie Raskin, ranking member of the House Committee on the Judiciary, and other committee Democrats wrote to Attorney General Pam Bondi and Marshall about the transfer. On November 21, 2025, with no answer to earlier inquiries, Whitehouse, Richard Blumenthal and Adam Schiff filed a Freedom of Information Act request with the bureau for the same categories of records, listing among the offices to be searched the Office of the Attorney General, the Office of the Deputy Attorney General and the Office of the Pardon Attorney.¹⁵

Reported Conditions

On October 30, 2025 Raskin wrote to Warden Hall, citing an October 11 investigation by The Wall Street Journal, that in mid-August "hundreds of inmates were locked down during their usual outdoor recreation time while Ms. Maxwell met with multiple unidentified visitors in the prison chapel," that one inmate reported Maxwell returned "with a smile on her face," saying the meeting "went well," that guards delivered her meals to her dormitory room, and that she was escorted to late-night workouts and allowed to shower after other inmates were confined. He wrote that an inmate who had told a British newspaper that "Human trafficking is a violent crime" was removed from a training program and transferred to the Federal Detention Center in Houston.¹

On November 9, 2025 Raskin wrote to President Donald Trump that "under Dr. Tanisha Hall, the warden of Federal Prison Camp (FPC) Bryan, the federal law enforcement staff working at the camp have been waiting on Ms. Maxwell hand and foot," that her meals were "customized and prepared by federal prison camp staff and then personally delivered to her in her cell by longtime federal employees," and that she was preparing a "Commutation Application." Attributing the account to whistleblower information provided to the committee's minority, he wrote that a top official at the facility had complained he was "sick of having to be Maxwell's bitch," and described the camp as "a facility Ms. Maxwell was actually ineligible to be transferred to due to her convicted sex offender status."⁶

On January 23, 2026 Raskin and Robert Garcia, ranking member of the House Committee on Oversight and Government Reform, wrote to Bondi and to Acting Inspector General Don R. Berthiaume of the Department of Justice Office of the Inspector General, citing "over a dozen whistleblowers." They wrote that "Ms. Maxwell has been permitted to use a laptop, unsupervised, while at Bryan," that she had "access to staff-only areas to watch CNN by herself," that "the Warden sends out Ms. Maxwell's mail under the Warden's own name," and that the warden "fired those who made protected disclosures to Congress." They reported allegations of "widespread sexual abuse and misconduct," including a guard's instruction to "put her in her place" during a strip search and an inmate told to "deal with it" after reporting a rape. They asked that Hall be made available for a transcribed interview and that the inspector general "initiate an investigation into the reported staff misconduct," and announced a committee visit to the camp.⁷
