Charlotte Amalie

Charlotte Amalie is the capital of the U.S. Virgin Islands, on the island of St. Thomas. The Revised Organic Act places the seat of government "at the city of Charlotte Amalie, in the island of Saint Thomas." Its harbor was the principal object of the American purchase of the Danish West Indies, completed in 1917. The town holds Government House, the territorial courts and the Virgin Islands Department of Justice, which kept Jeffrey Epstein's sex-offender registration, waived his travel notice in 2012 and sued his estate in 2020. Epstein's Financial Trust Company gave its first principal office in 1998 as 41-42 Kongens Gade in Charlotte Amalie; his later companies used addresses at Red Hook Quarter, outside the town.¹²³⁴

The Harbor

In transmitting the 1916 convention of cession to President Woodrow Wilson, the Secretary of State wrote that "St. Thomas is the natural point of call for all European trade bound to the West Indies, Central America, or northern South America," and that "there can be no question as to the value of St. Thomas harbor as a naval port, with its circular configuration, ample roadsteads, protection from prevailing winds and seas, and facilities for fortifications." The United States paid Denmark 25 million dollars in gold, and the islands were transferred on March 31, 1917. The United States Navy ran the ports after the transfer, building a submarine base on St. Thomas and commissioning Bourne Field, two miles west of Charlotte Amalie, on September 1, 1935; the field later became Harry S. Truman Airport and, from 1984, Cyril E. King Airport, operated by the Virgin Islands Port Authority.²⁵⁶

Government House and the Courts

At Government House, in March 2015, Cecile de Jongh, the office manager of Epstein's territorial companies and wife of former Governor John de Jongh, prepared Epstein for a meeting with Governor Kenneth Mapp and the former senator Celestino White: "When you get to Government House, there is a sign in book for visitors at the entrance. I have asked Celestino to arrange to have you not sign in and he said that he would take care of it." Released emails also schedule meals with Mapp at Government House and at Epstein's properties, one of them "Gov Mapp for brunch." Governor Albert Bryan, who grew up in the Savan neighborhood of Charlotte Amalie, said at a March 2026 briefing that the governor had supervision of every department: "I could just tell them do it, you don't do it, you're fired."⁷⁸⁹¹⁰

The territorial Department of Justice has its offices at 34-38 Kronprindsens Gade, in the GERS Building. The Superior Court sits at the Alexander A. Farrelly Justice Center, where on October 3, 2023 Carol Thomas-Jacobs, the acting Attorney General who in 2019 revoked Epstein's 24-hour travel notice and in 2023 signed the territory's settlement with Leon Black, was invested as a judge.³¹¹

Epstein's Addresses

The articles of Financial Trust Company, executed on November 6, 1998, gave its principal office as 41-42 Kongens Gade. In 2009 Epstein's lawyers told Attorney General Vincent Frazer that his place of employment was Financial Trust Company "located at Red Hook Quarter in St. Thomas," and by 2016 his accounts at Deutsche Bank for Southern Financial LLC, Southern Trust Company, the Haze Trust, Jeepers Inc. and the Jeffrey Epstein VI Foundation all used 6100 Red Hook Quarter. His territorial counsel, Erika Kellerhals, took David Bornn into her firm as a partner in January 2017 and opened a branch in the Bornn Building on Norre Gade in Charlotte Amalie; Bornn became Governor Bryan's chief legal counsel in 2019.^4121314

In 2012 the Economic Development Commission, chaired by Bryan, amended Financial Trust's tax-incentive certificate to require, among other conditions, scholarships of 10,000 dollars a year for five years at Charlotte Amalie High School and at Kean High School.¹⁵
