Sally A. Kocher

Sally A. Kocher was an assistant defender in the federal court division of the Defender Association of Philadelphia in the mid-1980s. In April 1985 she represented R.C. Horsch, then Raymond C. Hoersch, at his sentencing in the Eastern District of Pennsylvania for manufacturing methamphetamine in 1977 and for jumping bail.¹²

Her sentencing memorandum argued that Horsch suffered from "deep-rooted emotional problems" and quoted a psychologist's report that he had "a very superior intellect exceeding that of 99 percent of the people" but was "severely limited emotionally and is driven by unconscious destructive patterns." Horsch asked for probation and a work-release program. Judge Joseph L. McGlynn Jr. sentenced him to three years on the drug charge, and Judge Donald W. Van Artsdalen added a year and a day for bail-jumping.¹ The defense also commissioned a four-hour examination by the psychologist Don Seraydarian, who described Horsch as "grandiose, mistrustful, suspicious, and excessively controlling."³ She appears as defense counsel in the Third Circuit appeal United States v. Felder (1984) and, with Carol A. Koller, in United States v. Frazier (E.D. Pa. 1986).²
