Jonathan Buma

Johnathan Buma is a former FBI special agent who spent fifteen years at the Los Angeles field office specializing in Russian counterintelligence and public corruption. Buma handled Peter Thiel as a confidential human source (CHS) beginning in summer 2021, originated the FBI's first Hunter Biden tax-evasion inquiry in January 2019 from a source tip, and worked the Giuliani-Ukraine investigation. Buma subsequently made public disclosures accusing the FBI of pro-Trump political bias and claiming that Russian intelligence had run "intense" targeting operations against Elon Musk. The DOJ Office of Inspector General arrested Buma at JFK Airport on March 17, 2025 as he attempted to board an international flight, charging him with unlawfully disclosing confidential information.¹²³⁴

The Hunter Biden Origin Tip (January 2019)

Buma received a source tip in January 2019 that led to the FBI's first inquiry into Hunter Biden's tax affairs. The tip covered Biden's income from Burisma Holdings, the Ukrainian natural-gas company on whose board Biden served, and the inquiry preceded the broader FBI investigation that produced the later tax charges. Buma's role as the originating agent on the Hunter Biden inquiry placed him at the starting point of an investigation that became central to the 2020 and 2024 presidential elections.⁴

The Hunter Biden tip ran alongside Buma's work on the Giuliani investigation into the former mayor's Ukrainian dealings, which examined whether Giuliani had acted as an unregistered foreign agent in his pursuit of damaging information on the Biden family. The two investigations, originating from overlapping evidentiary sources in the Ukrainian context, placed Buma inside the FBI's most politically charged cases of the 2019-2021 period.⁴

The Thiel Confidential Human Source Relationship (Summer 2021)

Business Insider reported in October 2023 that Peter Thiel began providing information to the FBI as a confidential human source (CHS) in summer 2021, with Buma as his handling agent. Buma told The Guardian that he had briefed Thiel on "what a targeting looks like," and that Thiel was "receptive to collaboration and threat briefings," confirming the targeting pattern and providing "helpful information to help us identify the nodes through which these outreaches have occurred." The CHS relationship ran while Thiel simultaneously chaired Palantir Technologies (a major CIA and FBI contractor), cofounded the Dialog convening network, funded the JD Vance and Blake Masters Senate campaigns, and maintained the documented Jeffrey Epstein relationship that ran through 2019. The congressional record references Thiel's CHS role in a House Judiciary Committee document submitted January 22, 2026.²⁵

The FBI's Confidential Human Source Policy Guide governs the handling of sources. The CHS status entails a reporting obligation on the source's part and a protection obligation on the Bureau's part. The contents of Thiel's reporting to Buma are not public beyond Buma's own description of the briefings.²

The Musk Targeting Claims

The Guardian reported on May 22, 2025 that Buma, out on bail, had given an interview claiming that Russian intelligence efforts to target Elon Musk were "intense." The Kyiv Post and other outlets, drawing on Buma's interview with the German broadcaster ZDF, reported that the Russian GRU (military intelligence) had run an operation, purportedly approved by Putin, to target Musk by exploiting vulnerabilities including drug use, sexual entrapment, and luxury access. Buma claimed he had attempted to warn Musk directly. The operation reportedly targeted multiple technology figures including Musk and Thiel.⁴⁶

The documented Musk-Putin contact channel is the corroborating datum. The Wall Street Journal reported on October 25, 2024 that Musk had been "in regular contact" with Putin since late 2022, a relationship that began after Musk's Starlink satellite terminals became operationally significant in the Russia-Ukraine war. The Buma targeting claim, the WSJ contact-channel reporting, and the documented Kurganov infiltration (below) together constitute the evidentiary basis for the Russian-influence question around Musk.⁴⁷

The Igor Kurganov Infiltration

The Guardian piece documented the Kurganov case as the concrete instance of the targeting Buma described. Igor Kurganov is a Russian-born former professional poker player who gained influence over Musk's charitable giving during the pandemic period. Kurganov was sleeping in Musk's Austin home during the pandemic, advising Musk on philanthropic strategy, and became the subject of FBI preliminary inquiries into whether his access constituted a foreign-interference channel. Jared Birchall, Musk's wealth manager and the head of Musk's family office, confronted Musk about Kurganov and removed him from the inner circle in May 2022.⁴

Kurganov gained operational access to a sitting technology billionaire's philanthropic decision-making and residential life. The FBI's preliminary inquiry and the subsequent removal by Birchall terminated the access but did not resolve the counterintelligence question of what Kurganov did with it.⁴

The Pro-Trump Bias Accusation and the Arrest

Buma publicly accused the FBI of pro-Trump political bias, specifically alleging that the Bureau had suppressed or slow-walked investigations into Trump-aligned figures and causes. PBS NewsHour reported on Buma's public statements, and the Whistleblowers Blog documented Buma's account of warnings the FBI allegedly missed.³⁸

The DOJ Office of Inspector General arrested Buma on March 17, 2025 at JFK Airport as he attempted to board an international flight. The criminal complaint, filed in the Central District of California, charged Buma with unlawfully disclosing confidential information on or about October 27, 2023. CBS News reported that FBI investigators assessed Buma may have compromised as many as 130 FBI files through his disclosures. Buma is out on 100,000 dollar bond. The DOJ's position is that the disclosures violated the criminal prohibition on unauthorized release of confidential FBI information; Buma's position is that the disclosures constituted protected whistleblowing about FBI misconduct. The case is ongoing.¹³⁹
