DOJ political appointee who showed a 1985 document revealing PROMIS software was being provided to an Arab Sheik for resale.
Donald Carr was writing a biography of Elliot Richardson. He served with William Bradford Reynolds in the Edwin Meese and Richard Thornburgh Justice Departments as a Republican political appointee. In 2005, Carr showed William Bradford Reynolds a document dated May 16, 1985, which Reynolds authenticated. This document advised that the PROMIS software was being provided to an Arab Sheik for resale and general distribution.1
