Declan George-Candiani
Declan George-Candiani was a 26-year-old actor from Streatham convicted in October 2024 at the Old Bailey of two terrorism possession counts after being stopped at Stansted Airport, who told police he had developed an interest in the Order of Nine Angles after they found extreme right-wing material on his devices.
Declan George-Candiani (born 9 September 1999), 26, of Streatham, London, was stopped at Stansted Airport on 13 August 2024 by officers from Counter Terrorism Command exercising Schedule 7 powers under the Terrorism Act 2000. His mobile phone was analysed at the stop, and he was arrested. A subsequent search of his home yielded an iPad, also seized. He was convicted at the Old Bailey on 3 October 2024, following a jury trial, of two counts of collecting material likely to be useful to a terrorist under section 58(1) of the Terrorism Act 2000. The jury acquitted him of two further counts of the same offence. He was sentenced on 28 November 2024 to 23 months' imprisonment, plus one year on licence, plus a 10-year terrorism notification requirement.1
Materials Found and O9A Connection
Examination of George-Candiani's iPhone and iPad revealed a cache of extreme right-wing material including manifestos of mass killers, documents advocating the use of serious violence to achieve white supremacist goals, and guides for committing lone-wolf attacks. In police interview, he attributed his downloading of the material to an interest in Order of Nine Angles (O9A), describing O9A to officers as a group advocating "traditional Satanism." He also told police that he had "made a pact with the devil" and was "possessed," a statement that attracted press characterisation of him as a self-described Satanist.2
The materials specifically convicted on were "guides on how to commit 'lone wolf' attacks," categorised as information likely useful to a person preparing or committing an act of terrorism.1
Schedule 7 Stop
George-Candiani was an actor by occupation. The stop at Stansted was a Schedule 7 examination, a non-arrest power that allows Counter Terrorism Policing to stop and search individuals at ports and airports for up to six hours without arrest. The phone analysis during that stop generated the grounds for arrest and the subsequent home search. His case is one of two O9A-adjacent UK cases in 2024-2025 (alongside Cameron Finnigan) that established the continued active enforcement posture of Counter Terrorism Command toward individuals with documented O9A interest, in the absence of O9A's own proscription.
