Andrew Rose

Andrew M. Rose took his bachelor's degree at the State University of New York at Buffalo in 1969 and his master's (1970) and doctorate (1974) in psychology at the University of Michigan, and joined the American Institutes for Research in 1973, rising to principal research scientist, director of its Communication Research Group and "Chief Scientist of the Washington Research Center," "responsible for ensuring the quality of proposals and project deliverables, and for ensuring scientific rigor in the conduct of all projects." His projects of the early 1990s included a study of clinical guideline development for the Agency for Health Care Policy and Research, "recommendations to improve the safety of the blood supply, for the World Health Organization," a task-order contract to the Bureau of Labor Statistics and the Internal Revenue Service, and the Document Design Project for the National Institute of Education; he sat on the National Research Council's Panel on Human Error. His curriculum vitae is held in the CIA's Star Gate files, and he was second author of the 1995 AIR evaluation of Star Gate, the CIA's briefing slides listing him as "Dr. Andrew Rose, Ph.D. Psychology."¹
