NASIC advisory and assistance contract
On May 6, 2026 the Department of Defense announced that Apogee Engineering LLC (FA8604-26-D-B003), KBR Wyle Services of Chantilly, Virginia (FA8604-26-D-B009), Riverside Research Institute of Fairfax, Virginia (FA8604-26-D-B005), and Systems Planning and Analysis of Alexandria, Virginia (FA8604-26-D-B006) "were awarded an $866,000,000 ceiling, multiple-award, indefinite-delivery/indefinite-quantity contract for advisory and assistance services" for the National Air and Space Intelligence Center. The announcement states that work "will be performed at Dayton, Ohio," that completion is expected "by June 30, 2034," that "four offers were received," and that $20,000 of fiscal 2026 operations and maintenance funds were obligated at award; the contracting activity is the Air Force Life Cycle Management Center at Wright-Patterson Air Force Base.3
The contract is titled Advisory Support and Technical Requirement Administration (ASTRA). Its presolicitation of April 10, 2025 describes "a five (5) year MAC IDIQ contract for Advisory & Assistance Services (A&AS) capabilities to provide a broad range of professional support to the National Air and Space Intelligence Center (NASIC) Scientific and Technical Intelligence analysis mission."4 The solicitation (FA860425RB017, responses due October 8, 2025) states that ASTRA contractor personnel "shall augment the NASIC workforce by providing support for the production of technical intelligence through collection, analysis, planning, processing, dissemination, archiving, and associated activities for NASIC, the USAF, the DoD, and National Level intelligence efforts."5
USAspending records the Apogee indefinite-delivery vehicle as FA860426DB003 with a ceiling of $866,563,163.00, a period of performance from July 1, 2026 to June 30, 2031, full and open competition with no set-aside, and Apogee marked "Not Designated a Small Business." The first Apogee task order, FA860426FB148, runs July 1 to July 31, 2026 and is valued at $5,000; parallel $5,000 orders were issued to Riverside Research Institute (FA860426FB149), Systems Planning and Analysis (FA860426FB150) and KBR Wyle Services (FA860426FB153).6
