• Frank Church Frank Church (1924-1984) was a Democratic senator from Idaho who chaired the Senate Select Committee to Study Governmental Operations with Respect to Intelligence Activities (1975-1976), the landmark investigation that documented COINTELPRO, Operation CHAOS, assassination plots against foreign leaders, and illegal domestic surveillance by the CIA, FBI, and NSA.
