• Christine Odell Cook Miller Judge of the Court of Federal Claims who, as hearing officer on the Senate's 1995 referral of INSLAW's claims, ruled on July 31, 1997, that every version of PROMIS was in the public domain and INSLAW was owed nothing, ending the affair in the courts.
• Royce Lamberth Chief of the civil division of the U.S. Attorney's office in Washington who, weeks before taking the federal bench in 1987, delivered Judge Bason's INSLAW ruling to the judge chairing the panel on Bason's reappointment; later presiding judge of the FISA court.
