• Operation CHAOS Operation CHAOS (codename MHCHAOS) was a CIA domestic counterintelligence program that ran from August 1967 to March 1974, using civilian infiltrators and informants to surveil antiwar activists and counterculture organizations inside the United States. Documented by the Church Committee in 1976, it maintained files on approximately 7,200 Americans and a name index of 300,000 individuals.
