Yuri Borisovich Kobzarev was born on November 25 (December 8, New Style), 1905, in Voronezh. He entered the Leningrad Physico-Technical Institute in 1926, received the Stalin Prize in 1941 "for creating the first Soviet pulse radar," headed a department of the Institute of Radio Engineering and Electronics of the USSR Academy of Sciences from 1968, and was elected a full member of the Academy in November 1970. He was named a Hero of Socialist Labour on December 4, 1975, and received the Popov Gold Medal in 1980. He died on April 25, 1992, and was buried at Daryino, Moscow Oblast.[^1]

A [Defense Intelligence Agency](/organizations/defense-intelligence-agency/) briefing on Soviet psychoenergetics given to the [Air Force](/organizations/us-air-force/) in 1987 quoted "Yu. B. Kobzerev," "radar pioneer, member [USSR](/places/soviet-union/) Academy of Science": "I am persuaded that the phenomena demonstrated by N. Kulagina (psychokinesis), and by L. Korabelnikova (extrasensory perception), are by no means tricks but rather the existence of the manifestation of unusual capabilities in man.
