[Simon Gabbay](/people/simon-gabbay/) was a cousin of [Ari Ben-Menashe](/people/ari-ben-menashe/)'s father and the head of a Jewish organization in [Paris](/places/paris/), [France](/places/france/). He served as an [Israeli](/places/israel/) intelligence asset for many years.[^1]

[Gabbay](/people/simon-gabbay/) coordinated the October 1980 [Paris Summit Meeting](/events/paris-summit-meeting/) between [Israeli](/places/israel/) and [Iranian](/places/iran/) delegations, which included [George H.W. Bush](/people/george-hw-bush/), [William J. Casey](/people/william-j-casey/), and [Mehdi Karrubi](/people/mehdi-karrubi/). His role was to eliminate direct contact between [Israeli](/places/israel/) and [Iranian](/places/iran/) embassy personnel. He continued to serve this function in subsequent years.[^1]
