Rolando Mosqueira Jarpa, a captain of the Chilean army, testified on March 20, 1978, that "in the first half of August 1976 I was called to the National Intelligence Directorate. There I met Captain [René Riveros](/people/rené-riveros/), and we went together before the Director," [Manuel Contreras](/people/manuel-contreras/), who "told us we had been designated to carry out a mission to be conducted in Washington, United States of America." On the day of departure Riveros "handed me a passport and an air ticket for the trip. The passport given to me on that occasion is the one bearing the name Alejandro Romeral," an official Chilean passport: "at that time the document already had all its entries filled in, with my photograph affixed on page 4. The signature was even already stamped under my photograph, which therefore is not in my own hand." [DINA](/organizations/dina/)'s passport clerk, Luis Humberto García González, confirmed that "Alejandro Romeral Jara" was "the one used by Captain Mosqueira on a trip to the USA." [Armando Fernández Larios](/people/armando-fernandez-larios/), who had carried the same name on a Paraguayan passport in July, testified that he recalled signing that one himself.[^1][^2]

The two flew to [Washington](/places/washington-dc/) by Aeroperú on August 21, 1976, on a mission to see General [Vernon Walters](/people/vernon-walters/), who had retired from the [CIA](/organizations/central-intelligence-agency/) the month before; Mosqueira knew a Chilean general there personally and they called on him "giving our true names and ranks, but without revealing the true link and content of our mission." They returned on LAN Chile. A letter rogatory from the federal court in Washington asked "Alejandro Romeral Jara" 55 questions on the mission, on the [Cuban Nationalist Movement](/organizations/cuban-nationalist-movement/), and on [Augusto Pinochet](/people/augusto-pinochet/); a resolution in the file, largely illegible in the scan, concerns the two captains' release on bail.[^3]
