Robert Whitaker was a member of the original 1969 team assembled to design the [Prosecutor's Management Information System](/programs/promis/), working under co-directors [Joan E. Jacoby](/people/joan-e-jacoby/) and [Charles R. Work](/people/charles-r-work/) with project manager [Bill Hamilton](/people/bill-hamilton/) at [Peat, Marwick, Mitchell & Co](/organizations/peat-marwick-mitchell-co/). Contemporary government records indicate that a Robert Whitaker served as Executive Officer of the DC Department of Corrections in 1969 and Executive Assistant to the Director of Corrections in 1970, and represented the Metropolitan Police Department's interests in on-line records management systems -- a role consistent with participation on the PROMIS design team. Definitive identification of this individual in later records is complicated by the commonality of the name.[^1]
