Robert Scafidi was chief of the New Britain Township Police Department in Bucks County when his officers arrested the pornographer [R.C. Horsch](/people/rc-horsch/) at his house near Chalfont in July 2009.[^1][^2]

On July 22, 2009, a 21-year-old woman living in the house called police to report an intruder. "The house was checked, nothing was found, the officers then checked the basement, and discovered it was a large indoor marijuana growing operation," Scafidi said at the time. When Horsch returned that night and found police with a search warrant, "he decided to take off running; it was a quick foot chase. He was apprehended and placed under arrest for possession of marijuana." Scafidi confirmed that Horsch was involved with several companies and produced "fetish" pornography that police called "bizarre," with no indication that it involved children.[^2]

In September 2026, as the [Olney House Investigation](/events/olney-house-investigation/) got under way, he recalled finding nearly 200 plants, firearms, and "IDs of various females. There were a few of them. The DA's office took them and were going to follow up. I really don't know what happened after that." He added: "He always got light sentences for some reason. He was a person who worked at being evil. That was his nature."[^1]
