Captain Paul H. Smith, military intelligence, "presently assigned to OPS Group, Ft. Meade, and available for duty with CENTER LANE," was listed for the project's personnel spaces on August 2, 1983, with Captain [William G. Ray](/people/bill-ray/). As "CPT, MI, Project Officer" of [Center Lane](/programs/center-lane/) he signed the staff study "Transfer of Project CENTER LANE" of September 4, 1984, recommending "that INSCOM, with DA concurrence, transfer all currently assigned personnel, documents and equipment to DIA, and that arrangements be made as well for the transfer of the buildings presently occupied by the project," and "that DA (ACSI) provide overage spaces to DIA for FY 1985." On October 8, 1984, he recorded that "while on TDY in New York City during the week 1-5 October," he had watched the WABC-TV program "Eye on Hollywood," on which "one of the featured stories dealt with military exploitation of psychic phenomena. Interviewed on the program were [Russell Targ](/people/russell-targ/), Keith Harary, [Hella Hammid](/people/hella-hammid/), and a psychic from Jamaica who claimed to have worked for the British during WWII. When questioned about military involvement with psychic phenomena, Targ, Harary and Hammid replied that the military was indeed involved, but that the details were classified, and they could not elaborate. Hella added that she could not allow her psychic abilities to be used for military purposes."[^1]
