Michael Yoder is a retired special agent of the [Federal Bureau of Investigation](/organizations/federal-bureau-of-investigation/) who spent nearly a decade as a criminal profiler in its Behavioral Analysis Unit.[^1]

At the request of *The Philadelphia Inquirer* he reviewed the 1985 psychological evaluation of [R.C. Horsch](/people/rc-horsch/) by [Don Seraydarian](/people/don-seraydarian/), made for Horsch's federal drug sentencing. He said it was unusual for such an examination to be made in a drug case, that he saw "overwhelming hallmarks of psychopathy" in it, and that it would have been a red flag for criminal profilers: "If you were to give me this report and I knew nothing about this person, and knew nothing about the crimes he committed, I would say you have a potential serial killer on your hands."[^1]
