Michael D. Mumford took his bachelor's degree in psychology at Bucknell in 1979 and his master's (1981) and doctorate (1983) in industrial psychology and measurement at the University of Georgia, where he was research assistant to William A. Owens. He worked at the Advanced Research Resources Organization from 1983 to 1985, "primary responsibility for the design of a system to be used in modeling Air Force technical training" and "a design specialist on an Army project concerned with specification of key leader performance requirements"; taught at the Georgia Institute of Technology from 1985 to 1989; and at George Mason University from 1989 to 1994 "directed research sponsored by the [Office of Naval Research](/organizations/office-of-naval-research/) concerned with the development of background data measure to assessing adaptability and integrity." He joined the [American Institutes for Research](/organizations/american-institutes-for-research/) in 1994 as senior research scientist and associate director of its Personnel Assessment Group, where by 1995 he was "directing three projects concerned with the assessment and development of leadership potential for the United States Army" and "a series of projects concerned with the assessment of training program content in relation to job skill requirements sponsored by the Department of Labor and the [National Security Agency](/organizations/nsa/)," and sat on Defense Department panels on the national skills infrastructure and officer selection.[^1]

His curriculum vitae is held in the CIA's Star Gate files. As lead author of the [1995 AIR evaluation of Star Gate](/events/1995-air-evaluation-of-star-gate/) he read the one document that "remained classified during the period of this review" and gave the panel a synopsis, and on September 22, 1995, sent two copies of "the draft Remote Viewing report" to a redacted addressee at the Ames Building in Rosslyn: "The conclusions are solid. However, we do need to have Ray and Jessica check the material... We hope to have a final draft to you by next Friday."[^1][^2]
