Lincoln E. Moses was born in Kansas City, Missouri, on December 21, 1921, took his bachelor's degree at [Stanford University](/organizations/stanford-university/) in 1941 and, after Navy service in the Second World War and two years at Columbia, his Stanford doctorate in statistics in 1950, returning to the faculty in 1952 with "a split appointment between the Department of Statistics and the medical school's Department of Health Research and Policy," where he founded the Division of Biostatistics. He chaired the statistics department from 1964 to 1968, was dean of graduate studies from 1969 to 1975 and a fellow of the Center for Advanced Study in the Behavioral Sciences in 1975-76, and "headed the Energy Information Administration in the Department of Energy under President [Carter](/people/jimmy-carter/) from 1978 to 1980." He died at home in Portola Valley on December 17, 2006.[^1]

For the [1995 AIR evaluation of Star Gate](/events/1995-air-evaluation-of-star-gate/), "Dr. Lincoln Moses, an Emeritus Professor at Stanford University, provided statistical advice." [Jessica Utts](/people/jessica-utts/) wrote to [Edwin May](/people/edwin-may/) on December 19, 1995, that the National Research Council's 1988 "vote-counting" method "has been completely discredited," that "I raised this point at the July meeting Ray Hyman and I attended with the AIR staff at their Palo Alto office, and it was substantiated by Stanford Statistics Professor Lincoln Moses."[^2]
