Keith Harary was one of three partners in Delphi Associates, with [Russell Targ](/people/russell-targ/) and Anthony White, which used remote viewing to forecast silver futures.[^1] On October 8, 1984, a memorandum for the record by [Paul H. Smith](/people/paul-h-smith/), project officer of the Army's [Center Lane](/programs/center-lane/) unit, on the "Eye on Hollywood" program of October 3, recorded that Targ, Harary and [Hella Hammid](/people/hella-hammid/), interviewed on a story about "military exploitation of psychic phenomena," "replied that the military was indeed involved, but that the details were classified, and they could not elaborate."[^2]

### The Delphi Dispute

In the *Skeptical Inquirer* in 1994, answering a column by Robert Sheaffer, Harary wrote that Anthony White "was involved, but he was not the principal investor"; that "the first 12 trials in the Delphi series (if we include the pilots) led to correct predictions of future price movements in silver," but that "these were informal trials, with optional stopping and spontaneously varied probabilities of a hit, and that the success of these trials is therefore statistically meaningless"; and that Targ "has frequently reported (with inconsistent details) a subsequent series of nine formal trials that did not actually take place, and that did not appear in the original report" (*Psi Research,* 1985). He wrote that "When asked to support his many other claims about the Delphi trials, Targ claimed that he had 'lost' the data," and that "When Targ used my name to promote his National ESP Laboratory, which involved the general public in making predictions about the market, I filed suit to prevent the use of my name in this manner." He then worked at the Institute for Advanced Psychology in [San Francisco](/places/san-francisco/).[^1]
