J.J. Klaver is a retired special agent of the [Federal Bureau of Investigation](/organizations/federal-bureau-of-investigation/) who served nearly 26 years, eight of them in northwest [Indiana](/places/indiana/) and the rest from 1998 in Philadelphia, where he was the field office's spokesman for his last seven years before retiring on August 31, 2015. He later founded Klaver Consulting Associates.[^1][^2]

He had no role in the [Olney House Investigation](/events/olney-house-investigation/). In September 2026 he told *[Newsweek](/organizations/newsweek/)*: "Obviously, this guy's a serial killer," of [R.C. Horsch](/people/rc-horsch/), and said that investigators were likely treating the case as a serial-killer inquiry without saying so, because "they don't have any bodies." Of [Eugene Horsch](/people/eugene-horsch/) he said: "I don't want to say he's following in his father's footsteps, but he appears to be taking it one step further." Eugene Horsch's lawyer, [Jerome Brown](/people/jerome-brown/), replied: "We categorically deny that Eugene Horsch is a serial killer."[^3]
