Jerome Brown

Jerome Michael Brown is a Philadelphia criminal defense lawyer, practicing alone from 1628 John F. Kennedy Boulevard, who represented the pornographer R.C. Horsch in the federal marijuana and firearms case of 2009 to 2012 and, from June 2026, Horsch's son Eugene Horsch in the federal firearm and false-identification case that followed the traffic stop behind the Olney House Investigation.¹²³

Career

He was admitted to the Pennsylvania bar on November 10, 1981. The Disciplinary Board of the Supreme Court of Pennsylvania records his disbarment on consent on August 16, 1982, under docket 47 DB 1982, and his reinstatement on March 10, 1995.⁴ His federal docket in the Eastern District of Pennsylvania includes narcotics, firearms, and fraud defenses and civil-rights suits, among them Thomas v. Nordo, one of the cases arising from the conduct of the former Philadelphia homicide detective Philip Nordo. His firm advertises two post-conviction victories in the Superior Court of Pennsylvania resting on alleged detective misconduct, Commonwealth v. Silverman (2019) and Commonwealth v. Ronald Thomas (2020).³⁵

The Horsch Cases

In United States v. Horsch, No. 2:09-cr-00794, he entered his appearance for Raymond Horsch in January 2010 and represented him through the guilty plea of January 2011 and the resentencing of July 2012, opposite Assistant United States Attorney Elizabeth F. Abrams.¹ In June 2026 he appeared for Eugene Horsch at the magistrate stage and in the indictment that followed, United States v. Horsch, No. 2:26-cr-00296.² After the search of the Chew Avenue house he said, "This is much ado about nothing. They're barking up the wrong tree," and that the chemicals found there had belonged to Eugene's father; after the indictment he said, "We believe Mr Horsch is innocent"; and in September 2026, after a retired FBI agent called the Horsches serial killers, "We categorically deny that Eugene Horsch is a serial killer."⁶⁷⁸
