Harold H. Titus Jr. served as U.S. Attorney for the District of Columbia under President [Richard Nixon](/people/richard-nixon/), succeeding [Thomas A. Flannery](/people/thomas-a-flannery/) in the position. In February 1973, Titus directed the upgrade of the [Prosecutor's Management Information System](/programs/promis/) from its original batch-processing design to a real-time online system capable of handling more than 160 variables per case. This upgrade was funded by the [Law Enforcement Assistance Administration](/organizations/leaa/) and was administered through [INSLAW](/organizations/inslaw/) (then operating as the Institute for Law and Social Research under [Bill Hamilton](/people/bill-hamilton/)), establishing the foundation for what became PROMIS II.[^1]
