Frank Vanore

Frank Vanore is a deputy commissioner of the Philadelphia Police Department, which he joined in 1990, and the official who has given the department's public account of the Olney House Investigation into women connected to R.C. Horsch and Eugene Horsch.¹²

Career

Before becoming deputy commissioner for investigations he was chief inspector of the Detective Bureau and of Regional Operations Command South, inspector of the Training and Education Services Division, staff inspector of Standards and Accountability, and commanding officer of the 25th District and of Public Affairs, with earlier assignments in narcotics, homicide, the South and East detective divisions, and City Wide Vice. In September 2023 Mayor Jim Kenney named him interim first deputy commissioner. He holds degrees from Eastern University and Saint Joseph's University.¹

The Olney House

At the search of the house in June 2026 he said of the chemicals found there: "We just don't know what he was doing. He's producing something." "There's a sump pump that looks like a hole in the ground, but there's no bodies. I don't have any bodies."³ At a news conference on September 16, 2026, he said investigators had identified 58 people in the recovered images, believed five women shown in them to be dead, and had recovered a video in which R.C. Horsch appears to strangle a woman, later identified as Nicole Fusaro. "Some of this is playacting, and some of it we believe could be real," he said. "We did never recover a body here. Mr. Horsch is deceased at this time, and we still need to find evidence to corroborate what appears to have occurred in this video."²⁴ Fusaro's cousin criticized the department for disclosing the details of the video in public on the day the family was told.⁵
