Evan Harris Walker was born in Birmingham, Alabama, received a doctorate in physics from the University of Maryland in 1964, founded and directed the Walker Cancer Institute in Aberdeen, [Maryland](/places/maryland/), and held a dozen patents. He died at Harford Memorial Hospital on August 17, 2006, aged 71.[^1]

### Quantum Theory of Psi

A [CIA](/organizations/central-intelligence-agency/) memorandum for the record of April 18, 1973, on a review of the parapsychology project at [Stanford Research Institute](/organizations/stanford-research-institute/), recorded that "a theoretically physicist, Dr. E. H. Walker, had visited SRI and presented them with a copy of his latest paper concerned with parapsychological phenomena," which "purports to be a theory which gives a physical basis for paranormal phenomena"; its author wrote that "we are now observing and contributing to the development of one of the most significant scientific developments of our time."[^2] SRI's survey of remote viewing cited his "Foundations of paraphysical and parapsychological phenomena," published in the proceedings of the Parapsychology Foundation's conference on quantum physics and parapsychology in Geneva (1975), and a Defense Department review of replication studies grouped him with the French physicist Olivier Costa de Beauregard as having proposed "theories of paranormal functioning based on quantum concepts."[^3]

### Grill Flame

A draft request for fiscal 1979 funding from the Army assistant chief of staff for intelligence (DAMI-ISH), dated July 7, 1978, named "E. H. Walker" as principal investigator of a project "To determine feasibility of developing automatic equipment capable of producing remote viewing in hard copy form," asking 350,000 dollars (150,000 for equipment, 150,000 for personnel, 50,000 miscellaneous) and stating that such equipment "might have the same utility in any future conflict as that of the Ultra machine used in WWII."[^4] The Army Materiel Systems Analysis Activity's interim note of July 1979 on its [Grill Flame](/programs/stargate-project/) phase I work listed "Dr. Evan Harris Walker" among its acknowledged participants, with General Lewis Walt and [John Kramar](/people/john-kramar/), noting that "The identification of the specific roles played by specific individuals in the AMSAA GRILL FLAME program must be protected."[^5]
