[Donald Carr](/people/donald-carr/) was writing a biography of [Elliot Richardson](/people/elliot-richardson/). He served with [William Bradford Reynolds](/people/william-bradford-reynolds/) in the [Edwin Meese](/people/edwin-meese/) and [Richard Thornburgh](/people/richard-thornburgh/) [Justice Departments](/organizations/department-of-justice/) as a Republican political appointee. In 2005, Carr showed [William Bradford Reynolds](/people/william-bradford-reynolds/) a document dated May 16, 1985, which Reynolds authenticated. This document advised that the [PROMIS](/programs/promis/) software was being provided to an Arab Sheik for resale and general distribution.[^1]
