Charles B. Flack Jr.

Charles B. Flack Jr. was a former special agent of the Federal Bureau of Investigation who in May 1962 merged his investigative firm, Charles B. Flack, Jr., and Associates, Inc., into the Wackenhut Corporation of Coral Gables, Florida, and became district manager of its office at Two Penn Center Plaza in Philadelphia.¹

On May 1, 1962, on Wackenhut letterhead, he wrote to an FBI agent at the bureau's resident agency in Camden: "I am happy to tell you that I have merged my company, Charles B. Flack, Jr., and Associates, Inc., with The Wackenhut Corporation of Coral Gables, Florida. As District Manager, I have assumed responsibility for the operation in the Pennsylvania-New Jersey area, where we will offer the full range of Wackenhut services." The Newark field office forwarded the letter to headquarters, and a Miami report recorded a local newspaper announcement that he had merged "his New Jersey investigative firm" with the company. The merger came a week after FBI headquarters, on April 24, 1962, had ordered all field offices to refrain from any contact with Wackenhut, citing misleading advertising, the company's use of its staff's former FBI affiliation, and "personal misconduct and questionable business activities" by its officials; the Philadelphia supervisor wrote that he was "watching the matter very closely." The restriction was rescinded on January 5, 1965.¹ The Philadelphia filmmaker R.C. Horsch later said that he freelanced for Wackenhut from the early 1960s until about 1965, wiretapping and burglarizing, including jobs in Philadelphia and Trenton.²
