Bruce Williams was a U.S. Army attaché in Israel. He accompanied Orwin C. Talbott during a meeting with David Elazar in early 1974, where Elazar revealed Israel's preparedness to use nuclear weapons against the Syrians if they had broken through during the 1973 Yom Kippur War. Williams recalled Elazar's remarks as revelatory, stating that the message was clear.1
