Bruce Williams was a U.S. Army attaché in [Israel](/places/israel/). He accompanied [Orwin C. Talbott](/people/orwin-c-talbott/) during a meeting with [David Elazar](/people/david-elazar/) in early 1974, where Elazar revealed [Israel](/places/israel/)'s preparedness to use nuclear weapons against the Syrians if they had broken through during the 1973 [Yom Kippur War](/events/yom-kippur-war/).
