Brian Buzby, a lieutenant colonel of military intelligence, "assumes duties as Project Manager" of [Center Lane](/programs/center-lane/) on August 15, 1983, as chief of the Security Systems Planning Division of the 902d Military Intelligence Group at [Fort Meade](/places/fort-meade/), succeeding Captain [Frederick Atwater](/people/frederick-atwater/) as acting manager and Lieutenant Colonel [Robert Jachim](/people/robert-jachim/). On August 26 he, Atwater, and [Joe McMoneagle](/people/joe-mcmoneagle/) briefed the commander of [INSCOM](/organizations/united-states-army-intelligence-and-security-command/), [Albert Stubblebine](/people/albert-stubblebine/), on the project and the [Monroe Institute](/organizations/monroe-institute/); the chief of staff had asked him beforehand whether he was in contact with Lieutenant Colonel [John B. Alexander](/people/john-b-alexander/), and Buzby "explained that LTC Alexander's involvement with parapsychology was entirely overt and that we neither had nor wanted any contact with him." He wrote the records of Stubblebine's decisions of November 30, 1983, and January 6, 1984, on the RAPT training, the recruitment of Captain [Ed Dames](/people/ed-dames/), the "Los Alamos Project," and Alexander's debriefing of [Russell Targ](/people/russell-targ/).[^1]

With [Jack Vorona](/people/jack-vorona/) of DIA and [Hal Puthoff](/people/hal-puthoff/) he briefed Senator [Malcolm Wallop](/people/malcolm-wallop/) on October 5, 1983, and the staff of the two intelligence committees on October 7, and recorded of the staff that "it is unclear if they accepted our definition of accuracy" after they asked "how we derived an 85 percent accuracy figure"; "I did not receive the same positive feeling after the briefing to the Congressional Staffers as I did after the briefings to the Secretary of the Army and Senator Wallop." He wrote the Center Lane briefing script and the overview of May 4, 1984, that recommended the project stay in INSCOM, and after Brigadier General [Harry Soyster](/people/harry-soyster/) decided in July 1984 to discontinue it, saw it through the memorandum of agreement with DIA and the end of operations on September 28, 1984.[^1][^2]

His "Requirement for Access to DIA Sun Streak Project" is dated May 10, 1985, two months after the unit passed to DIA.[^3]
