[Bill McCoy](/people/bill-mccoy/) was a retired Chief Warrant Officer from the [U.S. Army's Criminal Investigation Division](/organizations/united-states-army-criminal-investigation-division/). He became involved in the [Danny Casolaro](/people/danny-casolaro/) investigation of the [PROMIS](/programs/promis/) software. McCoy obtained [FBI](/organizations/federal-bureau-of-investigation/) wiretap affidavits from [Peter Zokosky](/people/peter-zokosky/) on January 17, 1991, and subsequently provided them to [Danny Casolaro](/people/danny-casolaro/). McCoy died at home in 1997.[^1]
