Beat Meier

Beat Meier was a Swiss pedophile with international convictions who operated within the CRIES network under the auspices of UNICEF and whose name arose in the Marc Dutroux investigation; he was arrested in 1987 trafficking a child on the Ostend-Dover ferry.

Beat Meier was a Swiss national with a documented record of child sexual abuse spanning multiple countries, including the United States, Australia, the United Kingdom, and Switzerland. He accumulated convictions across these jurisdictions for sexual offenses against minors.1

CRIES Network

Meier was a member of CRIES (Centre de Recherche et d'Information sur l'Enfance et la Sexualite), a Belgian organization that operated during the 1980s under the formal approval of UNICEF. CRIES presented itself as a research body focused on children and sexuality; its 1986 collapse came when investigators established that it functioned as a pedophile network using the institutional cover of UNICEF sponsorship to facilitate access to children.1

Arrest and Dutroux Connection

In 1987, Meier was apprehended by British customs on the Ostend-Dover ferry in the company of Roger Lawrence, a British member of the Paedophile Information Exchange (PIE). The two were caught in the act of trafficking a three-year-old boy across the Channel.1

Meier's name subsequently appeared in the investigation into Marc Dutroux. He was denounced to Belgian investigators by a fellow pedophile, Serge Heylens, as someone with connections to the Belgian network. His name arose in the context of the broader European pedophile network that prosecutors were attempting to map during the Dutroux inquiry.2

Karl Hobi, identified as a former head of the Swiss Paedophile Association, informed an informant that Meier had organized the production of child abuse films in England, adding a production dimension to his documented trafficking activities.1
