He was involved in supplying technology for cluster bombs to [Carlos Cardoen](/people/carlos-cardoen/), specifically in the form of blueprints. This was done with a covert [U.S.](/places/united-states/) license, despite a [United Nations](/organizations/united-nations/) arms embargo against [Chile](/places/chile/).[^1]

In late 1985, [Ari Ben-Menashe](/people/ari-ben-menashe/) approached Sanders to purchase cluster bombs for [Israel](/places/israel/). Sanders made it clear that the sale of cluster bombs to [Israel](/places/israel/) was prohibited by the [U.S.](/places/united-states/). However, he introduced Ben-Menashe to [Richard Babayan](/people/richard-babayan/), a [CIA](/organizations/central-intelligence-agency/) contract agent with close contacts with [Cardoen](/people/carlos-cardoen/), indicating that Cardoen would sell the bombs to [Israel](/places/israel/).[^1]
