The company marketed itself as a provider of command, control, and intelligence (C2I) services specializing in homeland security, counterterrorism, counterinsurgency, and psychological operations, drawing on Nazzaro's claimed background in U.S. government national security work. The trademark records a first use in commerce of December 1, 2008, predating the formal LLC registration, indicating Nazzaro was developing the product before establishing the corporate entity. FOIA requests filed in 2020 specifically sought records of any government agency that had evaluated or purchased WATCHTOWER technology; all agencies queried returned no responsive documents.[^4]

### Federal Contract Record

No prime contract awards to Omega Solutions International LLC appear in the USASpending.gov database under DUNS 962794702 or CAGE 61PL9. A series of six FOIA requests filed in January 2020 by journalist Jason Wilson through MuckRock queried the [Central Intelligence Agency](/organizations/central-intelligence-agency/), Defense Contract Management Agency (DCMA), [Department of Defense](/organizations/department-of-defense/) Freedom of Information Policy Office, [Department of Justice](/organizations/department-of-justice/) National Security Division, [Federal Bureau of Investigation](/organizations/federal-bureau-of-investigation/), and U.S. Department of State. The CIA, DoD, and DOJ National Security Division each returned "No Responsive Documents" determinations. The FBI, State Department, and DCMA rejected the requests outright. DCMA's partial response noted that it administers only contracts assigned to it by individual military services and defense agencies and asked for a specific contract number to facilitate any search, indicating no DCMA-administered contract existed for OSI.[^1]

Special Operations Command (SOCOM) public affairs officer Ken McGraw separately stated in January 2020 that SOCOM was "unable to find any information about a contractor named Rinaldo Nazzaro briefing any senior Special Operations Forces leaders on counterterrorism in [2014]" and confirmed that SOCOM had no contracts with Omega Solutions. The absence of SOCOM direct contracts does not rule out subcontract arrangements routed through prime contractors, which are not publicly indexed in government databases.[^6]

### Dissolution

The CAGE code for OSI expired February 15, 2022 and was not renewed. Nazzaro relocated to St. Petersburg, Russia by 2018, and The Guardian's January 2020 investigation identifying him as the founder of [The Base](/organizations/the-base/) accelerated any wind-down of the company's public profile.
