[MSH](/organizations/management-science-for-health/) was a group associated with certain factions of the [CIA](/organizations/central-intelligence-agency/). They were involved in a "turf battle problem" with [Ralph Olberg](/people/ralph-olberg/) and [Tim Osman](/people/tim-osman/) regarding the representation of the [Mujahideen](/organizations/mujahideen/) leadership in [Afghanistan](/places/afghanistan/). MSH argued that Olberg and Osman's group did not truly represent the full leadership of the Mujahideen.[^1]
