Abraham Feinberg publicly served as its president, while privately helping to raise millions of dollars needed to build the controversial Dimona reactor and reprocessing plant. This allowed the expanding and expensive operations at Dimona to be financed outside of the normal Israeli budget process, circumventing critics of the nuclear program.1
