EarthTech International

Austin, Texas physics research company headed since 1985 by Hal Puthoff, paid under two statements of work totaling 60,000 dollars by To The Stars Academy in August 2018 while Puthoff sat on that company's board.

EarthTech International, Inc. (ETI) is a research company in Austin, Texas whose president and chief executive officer is Hal Puthoff. Puthoff is also the director of the Institute for Advanced Studies at Austin (IASA), and the filings of To The Stars Academy of Arts & Science with the Securities and Exchange Commission state that he has held both positions since 1985.1

Corporate officers and affiliations

The To The Stars Academy annual report for fiscal 2017 describes Puthoff as "President and CEO of EarthTech International, Inc. (ETI), and Director of the Institute for Advanced Studies at Austin (IASA), positions he has held since 1985," and states that in those positions he "has published numerous papers on electron-beam devices, lasers and space propulsion and has patents issued in the laser, communications, and energy fields." The same biography lists earlier research at General Electric, Sperry, the National Security Agency, Stanford University and SRI International, and states that he "regularly serves various corporations, foundations, NASA, and other government organizations as advisor on leading-edge technologies and future technology trends."1 The reports for fiscal 2020 and 2021 state that before joining To The Stars Academy in 2017 he "was, and still is" president and chief executive of ETI and director of IASA.3

Statements of work for To The Stars Academy

In August 2018 To The Stars Academy of Arts and Science Inc. entered two statements of work with ETI "to prepare plans, perform scientific analysis, and advise the company on materials analysis ('SOW-MSSA') and beamed energy propulsion launch systems ('SOW-BELS')." The annual report states that "ETI's founder and president is company Director Harold E. Puthoff," that the value of SOW-MSSA is 35,000 dollars and of SOW-BELS is 25,000 dollars, and that of the 60,000 dollar total, 30,000 dollars was paid during 2018. Under SOW-MSSA, ETI was "responsible for planning, execution analysis, and experimentation to establish the properties of specific materials," and was to "advise on the collection and scientific evaluation of materials samples the company obtains through reliable reports of advanced aerospace vehicles of unknown origin." The company reported that with completion of SOW-BELS it "now has a defined program plan" for a beamed-energy cubesat launch system.2

The two statements of work are described in the filing as related-party transactions. Puthoff held 392,620 shares of Class A stock after the April 2019 rescission of earlier issuances (reduced from the shares issued to him in May 2017), and 1,800 shares of Class B stock.23

Federal awards

USAspending.gov, which holds federal contract and grant records from fiscal 2008 onward, returns no prime award to EarthTech International or to the Institute for Advanced Studies at Austin. Awards under similar names in the database (EarthTech West Ltd, EarthTech Inc., EarthTech Engineering LLC, EarthTech Products Inc., EarthTech Energy Inc.) are construction, engineering and energy firms with different recipients and descriptions and are not treated as this company.4

Patents

Google Patents lists two United States patents with Harold E. Puthoff as inventor and Earthtech International, Inc. as original assignee: US 5,845,220, a communication method and apparatus using signals comprising scalar and vector potentials without electromagnetic fields (filed August 23, 1993, granted December 1, 1998), and US 10,361,792, "Communications system" (filed August 31, 2016, granted July 23, 2019; Puthoff and Christopher A. Eusebi, inventors). A later patent in the same family, US 11,777,198, filed April 27, 2021 and granted October 3, 2023, lists Quantcomm LLC as assignee.5
