A Specially Designated Global Terrorist is a person or entity designated under [Executive Order 13224](/concepts/specially-designated-global-terrorist/), "Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten To Commit, or Support Terrorism," which President [George W. Bush](/people/george-w-bush/) signed on September 23, 2001, and which was published in the Federal Register two days later.[^1] Designations are made by the [Department of State](/organizations/state-department/) or by the Treasury's Office of Foreign Assets Control, which enters the designees on its list of Specially Designated Nationals and Blocked Persons. A designation blocks the designee's property under American jurisdiction; unlike a [Foreign Terrorist Organization](/concepts/foreign-terrorist-organization/) designation, it does not by itself bring the criminal prohibition on material support in 18 U.S.C. 2339B.[^2] Presidents have continued to use the order: on January 20, 2025, one designated cartels and other organizations as Foreign Terrorist Organizations and Specially Designated Global Terrorists, and on November 24, 2025, certain chapters of the Muslim Brotherhood.[^1]

### White Supremacist Designations

On April 7, 2020, the State Department designated the [Russian Imperial Movement](/organizations/russian-imperial-movement/) of Saint Petersburg and three of its leaders, its founder Stanislav Vorobyev, the Imperial Legion commander Denis Gariev and the external-relations coordinator Nikolay Trushchalov, under the order as amended by Executive Order 13886, the first time the United States had applied a terrorist designation to a white supremacist organization. The designation rested on the movement's having "provided training for acts of terrorism": two members of the Nordic Resistance Movement had trained at its Partizan camp before the [bombings in Gothenburg](/events/2017-gothenburg-neo-nazi-bombings/).[^3] On June 15, 2022, OFAC designated two further supporters of the movement.[^4]

On January 13, 2025, the State Department designated the [Terrorgram Collective](/organizations/terrorgram-collective/) and three of its leaders, the Brazilian channel administrator [Ciro Daniel Amorim Ferreira](/people/ciro-daniel-amorim-ferreira/), the Croatian [Noah Licul](/people/noah-licul/) and the South African Hendrik-Wahl Muller; the Federal Register notice was published on January 15, 2025.[^5][^6] In 2023 the Brazilian researcher [Michele Prado](/people/michele-prado/) of [Stop Hate Brasil](/organizations/stop-hate-brasil/) had reported Telegram channels linked to Ferreira to Brazil's intelligence agency, ABIN, and its Ministry of Justice.[^7]
