The network, also referred to as "The Delta Project," operated through a system of "sponsors" who would provide housing and support for young boys in exchange for sexual access. [[John David Norman]] managed the operation from Dallas while serving a prison sentence, with his closest associate [[Phillip Paske]] carrying out day-to-day operations. The network used coded language and front organizations to facilitate their activities, including educational foundations and religious charities.[^1]
### Connection to Other Networks
The Odyssey Network was closely linked to other trafficking operations, including the [[Hermes]] newsletter serving as a conduit for engaging children in pornographic modeling and prostitution, the [[Educational Foundation for Youth]] as an Illinois-based front organization deriving tax-exempt status as a subsidiary of offshore companies, and the North Fox Island operation as a Michigan-based summer camp used as a front for child pornography production.[^2]
### International Reach
The network maintained connections with European operations, particularly through [[Francis Shelden]]'s later activities in Amsterdam. Shelden, who fled Michigan to avoid prosecution, later established [[PAN Magazine]] and worked with [[John Stamford]]'s [[Spartacus Network]], effectively creating a European counterpart to the Odyssey Network.[^3]
### Investigation and Shutdown
The network came under investigation in 1977 following arrests in Chicago that revealed connections to Norman's operation. The investigation uncovered the systematic nature of the trafficking operation, including the use of coded communications and the exploitation of vulnerable children through foster care and juvenile systems.[^1]
