Elmo Zumwalt (1920–2000) was an American naval officer who served as the Chief of Naval Operations (CNO) from 1970 to 1974. He was a key figure in modernizing the [[U.S. Navy]] during the [[Cold War]][^1]. [[Stephan Schwartz]] served as a special assistant for research and analysis to Admiral Zumwalt.
